Engineering & Consulting Panel: Discussion: Project Maturation - The stages that lead a project from design to implementation

The discourse maps the comprehensive Project Maturation Pathway, extending from the feasibility study and optioneering to the assurance of techno-economic viability and regulatory permitting compliance. A central focus is placed upon the timely structuring of the Risk Register and the strategic programming of implementation phases (phasing/staging).

Analysis is provided on how structured masterplanning, stakeholder coordination, and alignment with funding programs function as de-risking mechanisms for the subsequent stages of design and construction.

Furthermore, the role of project preparation facilities is examined, encompassing procurement strategy and tender packaging, through to compliance with the European and national frameworks that determine the bankability of the project.

From the perspective of the building materials industry, emphasis is placed on constructability. It is analyzed how early-stage decisions regarding structural systems, materials, and logistics scenarios solidify cost, schedule, and carbon performance significantly prior to the commencement of the tender process.

The panel further focuses on the critical interfaces between design, permitting, and construction management, highlighting how deficient handovers between these stages inevitably lead to claims, delays, and a diminution of project value.

Finally, the discussion covers practical instruments for the control of the physical and financial scope (Scope, Programme, CAPEX/OPEX), utilizing BIM-based coordination and design synchronization through 4D Programming, which ensures the integration of the temporal dimension into the model for progress monitoring.
